    What were the main mistakes of previous projects!? They did not consider the opportunities that gave the peculiarities of the Sargasso Sea and place of collection of garbage was far away from place of its utilization. Moreover, all the proposed projects were not only subsidized, with a high level of expenditure, but also provided for the removal and storage of garbage in countries adjacent to the Caribbean region. Considering that all of these are developing countries and they do not have a sufficient technological structure to dispose of such an amount of environmentally hazardous waste, this, in essence, was a continuation of colonial policy.

   Part 3 - TECHNICAL BASIS OF THE PROJECT
  
   The project is organized around three main types of base modules.
   The first module is a self-propelled Houseboat.
   The second module is a limited self-propelled working raft.
   The third module is a non-self-propelled living cockpit for the crew, that has at the bottom located rotating cylinder that stabilize position of settlement inside of circular sea streams.

   The first and second types of modules, depending of a tasks they perform and its auxiliary equipment, complement each other.
  
   Kubrick for the crew has an analogue of the "Flettner rotor" (blue cylinder) working in water, which allows in Sargasso Sea, using energy of the circular sea currents, to move the entire village inside the working region .
  
   The self-propelled Houseboat, which has attachments for collecting and primary crushing of an anthropogenic waste and the sea algae, is paired with a raft that carry a battery station providing it with the necessary peak electrical power.

   The work raft may be used two main versions a hydroponic farm and a work platform carrying auxiliary equipment (the white cylinder shows the proportions of a person).
  
   Such versions as:

   WORKING PLATFORM

   All rafts are covered with transparent, flexible air supported arched roofings.
   The work raft that carries a solar degrader, which has a high power consumption, is powered by both its Houseboat and neighboring modules.

   The necessary strength of a Houseboat, in which people shall be provided by comfort and safety during a storm, is carried out by a power frame made of aluminum profiles and complete tightness of a durable body.
  
   Working raft is a flexible structure, in which necessary strength is provided by three longitudinal and six transverse tightening steel cables; by a frame of equipment which it carries, and by air-supported dome, with vestibules, having internal air overpressure.
  
   Separate modules of а working raft are sealed with each other by injection into gaps between assembly elements by rubber construction mastic.
  
   (for clarity and to simplify the drawing, vestibules and end walls of rafts are shown only schematically. The white cylinder in the left raft indicates proportions of a person)
  
   The basic construction of the floating settlement is assembled in one of the coastal countries from standard modules into a form of ready-made sides of the village perimeter.

   Completed perimeter modules, together with the fully completed the corner cockpit, are assembled into a transport raft, which will be transported by a tugboat to the place of alleged deployment.

   The figure shows a package of components prepared for transportation by tugboats.
  
   Multilayer waterproof bag fish cages for juveniles and a transparent dome shall be fixed up on the transported set folded from above.

   At the place of alleged deployment in a circular flow, the perimeter set is developed into working configuration. The mutual position of the sides is fixed with locks.
   Multilayer waterproof bag is unrolled and filled with water; the cockpits take their place in corners of the perimeter and its rotors begin to stabilize settlement position in a circular flow.
   The settlement is constantly moving within a circular current of Sargasso Sea, choosing a branch convenient for its location. For that it is moving in a manner a zigzag across the stream, due to immersed in water rotated "Flettner rotors" of the corner cockpits.

   Having a nominal displacement of more than 8,000 tons (include the watertight bag), a settlement that is organized around filled by water the watertight bag it is little affected by an average storm or wind.
   The "Flettner rotors" of cockpits which work in water constantly coordinate position of the settlement relative to the sun or, in the event of a storm warning, turn it with a bubble breakwater to the windward side.

   The completion of the settlement is carried out by complete modules and rafts that are towed from the place of completion by means of their Houseboats during suitable weather intervals.

   One side of the settlement (conditionally windward) is protected by a bubble breakwater at a depth of about 4 meters that is suspended from floats and connected to the perimeter of the settlement.
   In the event of a storm warning, the village is turned around by "Flettner rotors" of cockpits and self-propelled modules with this side up to the wind.
   In such an extreme situation, the entire power of the blowers of the settlement is fed to the bubble breakwater.
  
   Behind the leeward side of the settlement may be located additional rafts - agricultural technological or rafts carrying additional solar power plants.
  
   Inside the perimeter there are four additional floating mesh cages for growing fish fry.
  
   Solar distillers are located between the bubble breakwater and the perimeter of the settlement.
