About the international conference on countering totalitarian tendencies in democratic states based on the separation of powers. A note.
Totalitarian tendencies have deep roots: traditions, habits, social transformations with unexpected consequences, an existence of significant social strata that make an obliging, servile maintenance of the most disgusting properties of totalitarianism their occupation (job)...
There are certain patterns of action according to which totalitarian tendencies work their way through.
For example, in Moscow Russia, Tsar Ivan IV (circa January 3, 1565) retired to Alexandrovskaya Sloboda, demonstrating his "renunciation of power."
The frightened subjects went with the petition: they asked the Tsar to return to power. (Any management is better than no management at all).

Now we can observe the accumulation of such experience in Asia (the events in South Korea). This experience is interesting because violent actions are visible on the side of the (removed from power) president (troops block the entrance to parliament, a crowd breaks into the courthouse). On the side of parliament and law enforcement agencies, decisive and persistent legal actions are visible (members of parliament return to the parliamentary session hall, they decide on impeachment; the court and the prosecutor's office persistently cooperate... No one has disappeared, none of the officials and members of Parliament have left their functions.).
Significant and interesting experience creates the conditions for holding an international (legal) conference on countering totalitarian tendencies in democratic states based on the separation of powers.
