  How many efforts are being made to develop science by the modern Russial state!
  
  Let us recall, for example, the so-called nano-corporation, mega-grants, announcements of the creation of new research centers.
  
  What are the achievements?
  
  The lifebuoy for political figures - "patrons of science" - was the creation of vaccines against coronavirus.
  
  Firstly, these vaccines (at least one of them) were created in the 'first among all' format.
  
  Secondly, - ?
  
  Thirdly, -?
  
  Who created these vaccines (ahead of the whole world)? Two or three people, who are burdened with administrative duties and awarded government awards (premiums)? Almost the day after the announcement of these awards, there was a (temporary) sharp increase in the incidence of coronavirus.
  
  The development of science is a very complex process that depends on many factors.
  
  Take the fates of Tsiolkovsky, Obert, Goddard ... Each of them passed a significant part of their life path without significant support ...
  
  Nevertheless, let us not lose sight of those rare opportunities when the curtain of obscurity (curtain of mystery) is pulled back and the audience gets an opportunity to look inside the operating mechanisms.
  
  In the novel by Ivan Goncharov "Oblomov" (1859) there is one of characters - Stoltz.
  
  Recently, a man with the consonant surname "Schwartz" appeared on the horizon. This Alexei Schwartz is a German by nationality (from the Volga Germans). He is our contemporary and lives in Siberia in the Trans-Urals, near the city of Kurgan. Schwartz is 20 years old, that is, he was born approximately in 2000.
  
  Let's leave aside the political side of Alexei Schwartz's activities.
  
  For us - in this case - he is interesting as a person who had contact with a modern science.
  
  Before being drafted into the army, Alexei Schwartz enters the KSU (Kurgan State University?).
  
  At first, Alexei Schwartz is fond of astrophysics, plans to work in Roskosmos at the Vostochny cosmodrome. (By Siberian standards, Vostochny is almost next to Kurgan?).
  
  At KSU, Alexei Schwartz meets 82-year-old teacher Viktor Aleksandrovich Kulikov. This Kulikov has some scientific baggage related to the topic of thermoelectricity.
  
  Kulikov provides a moral and scientific support to Schwartz, apparently hoping to see in him the successor of own scientific ideas.
  
  This is where the most interesting begins, for the sake of which we wrote this note.
  
  Alexei Schwartz is actively working. He has some promising projects. Such active, enthusiastic about science, concerned about the fate of their native country the people - they are necessary for the Russial science!
  
  Schwartz is applying for a federal grant in the amount of 2,000,000 (two million) rubles.
  
  Influential people don't mind. Why not give a federal grant to the active and enthusiastic Schwartz.
  
  However, the condition was put in front of Schwartz - to give consent in advance to transfer half of the amount to an influential person.
  
  Apparently, the person was quite influential.
  
  First, the freedom-loving and brave Schwartz has not yet told who set this condition. Still, even young Lenin wrote petitions to high authorities for permission to take exams (to get a university diploma), and, it seems, indicated that the author of the petition was a "nobleman" Vladimir Ulyanov. So, epochs change, and the rules of the game sometimes do not change significantly.
  
  Secondly, the influence of the person was enough that after the receiving the grant, he would have the opportunity to force the recipient to give him the agreed amount.
  
  Alexei Schwartz seems to be a sincere person. Quite possibly, cutting (sawing) the grant seemed immoral to him.
  
  But here an interesting new detail appears in the plot.
  
  To consider sawing a grant an immoral matter it is not a modern style.
  
  Alexei Schwartz explained his refusal to cut (to saw) the grant not by the immorality of this act, but by the fact that the cutting (sawing) of the amount would not allow him to complete the project (due to lack of financial resources).
  
  As a result, Alexei Schwartz did not receive the grant, but another applicant received it.
  
  After this incident, the scientific advisor of Schwartz, Kulikov tried to contact with some organizations in Germany and to arrange Schwartz in a German university.
  
  A number of official scientists appear next to Alexei Schwartz. They sympathize with Schwartz, who did not receive a grant, and they involve him in improving the Ilizarov apparatus (used to restore bones and body after fractures - broken bones).
  
  Schwartz is inspired by the attention of significant people to own person, to own talents and to own scientific potential.
  
  Schwartz is writing a new application for a new grant.
  
  It seems that he received this grant.
  
  However, what does 'he received' mean? Schwartz never saw this money. New acquaintances - official scientists - suddenly stopped communicating with him.
  
  Schwartz suggests they were intimidated by his political activities.
  
  We will put forward another hypothesis - (1) money was received, (2) sincere Schwartz informed new acquaintances about his developments (and about the scientific legacy of the good man Kulikov - of the legacy with which Kulikov intended to send Schwartz to Germany, (3) and the correspondence was through e-mail, from which it became known that Schwartz has some scientific potential and is able to write grant applications). (4) And if the money has been received, and Schwartz's developments are known, then why Schwartz is needed in such case?
  
  In general, when we hear about nano-corporations, about mega-grants, about more and more scientific centers planned to be created, one can to recall not only the life stories of Tsiolkovsky, Obert, Goddard (and others), but also about Schwartz's grants ...
