On July 20, 2020, Mikhail Degtyarev was appointed Acting Governor of the Khabarovsk Krai of the Russian Federation.
On July 21, 2020, it was presented in the regional government.
Today is July 28, 2020. There is every reason to try to compile a brief overview of the first seven days of Mikhail Degtyarev in high office.
A kind of prelude consisted of two actions.
The first action - the mention that Mikhail Degtyarev is a member of the "Freedom for Furgal" movement disappeared from one of the official websites (after the appointment) (https://snob.ru/entry/195507/) . (We don't throw our own people - ?).
The second action is evasion (21 July 2020?) from communicating with the protesters. (A little later this communication took place).
Let's approach the situation of appointment to a high state post from a general position, from a common look.
How could a person, appointed to the post of the head of a huge region, start his activity?
Perhaps he could start with some kind of audit. What does a situation in Khabarovsk krai look like? With what [indicators] does Mikhail Degtyarev take a huge land [area, edge]? [Why a protests are proceeding, without finish?]
Let's say the situation looks like this:
Average monthly income per inhabitant of the Khabarovsk Krai - ex (x),
The average debt (for all types of debts) per one inhabitant of the Khabarovsk krai - wye (y).
Average check (cash receipt) - zed (z).
The income gap between the richest and poorest 10 percent in the Khabarovsk Krai - alpha.
Other indicators are also possible.
All this is combined into a readable document and published.
Why would such a step be needed?
First, for general orientation.
Secondly, some time will pass, and Mikhail Degtyarev will proudly inform the city (Khabarovsk), and the region, and the world: indicators of income and check (cash receipt) already have doubled, and indicators of debt and the gap between the poor and the rich have halved.
Everyone is amazed. At first they are silent. Then, some of those present sob with happiness. Another part joyfully shouts "Hurray!" and applauds. Naturally, everyone, if they have a grain of reason, votes for Mikhail Degtyarev.
But, however, the audit and publication of its results upon (after) taking a post - it is not in modern Russial traditions ...
Note, however, that in one of his speeches, Mikhail Degtyarev mentioned the plight of the inhabitants of the region - apparently, he was presented with some kind of statistical summary.
What's next? Further - a detailed acquaintance of the person, who took the post, with the situation. How can he fulfill such a familiarization?
There are two options. The first is a detailed conversation with officials, all sorts of specialists who understand the situation.
Mikhail Degtyarev dismisses several key persons, or they themselves quit.
Was there a conversation with them? Will the fired official show a sincere in sharing knowledge?
The second option is to inspect the krai. This is not an easy task. The region is huge in area and territory. You can travel along it for years, decades ... Mikhail Degtyarev went on a trip around the krai. Did he set the goal of getting to know the state of affairs? He avoided communicating with the protesters - residents of the Khabarovsk krai, who were demanding the return of Sergei Furgal?
The familiarization with the situation is followed by the development of an action program and a system of goals.
It would be good to widely discuss such a program of action, to approve at a meeting of the Regional Duma, to listen to and take into account the opinion of the deputies ... But in conditions of unfavorable political conditions, we understand that there are limits to the possible and expedient.
Mikhail Degtyarev can put forward and publish a program of action and intended goals on his own, without discussion and without anyone's approval.
But we also know nothing about the program of action.
What else remains? Meetings with staff members ...
Meetings with employees seems to have taken place. The first working meeting with the deputies of the regional legislative Duma took place (the information of July 28, 2020).
It seems that the formation of a "People's Council" ["Folk Council"] under the governor is planned.
Visits to economic objects took place.
Arrival of Shnurov [singer, blogger]. Children's health camps will be open. The public debt issue will be discussed with the federal center. There are plans to open museums and sports centers. The authorities will continue the launched program of preferential flights to the north of the region. The need to sign papers - a "tower" of documents is of a meter high (there is something dubious in this - how to be competent, to be informed in such a volume of papers?). Cafes and restaurants may open in August ...

Let's not be too critical of Mikhail Degtyarev. He worked as chairman of the State Duma Committee on Sports, and became the acting governor of a huge region with enormous economic problems.
He found himself in front of a high order (in front of a high recomendation, instruction, task), he did not refuse. Could someone else in his place have acted differently?
