The chairman of the meeting looked at colleagues. The conspiracy theorist - skeptic and the conspiracy theorist - tactics were participants of the meeting.

The chairman of the meeting and the conspiracy theorist - tactics with interest looked at the colleague. The conspiracy theorist - skeptic continued:
- A "safety" of budget money, "allocated for culture" is guaranteed! The reliable employees, multiple-valued, multilevel and much step bureaucratic procedures and also - the affiliated media which are in readiness (also - on the budgetary supply)!
The idea about needlessness of cinema-sub-cultures - is an interesting. It draws attention to itself. But - the Internet is flooded with interesting thoughts.
I suggest - not to react.
- The colleague - skeptic properly expressed about personnel, legal, bureaucratic, media potentials, - the conspiracy theorist - tactics was connected to discussion. - Any mechanism needs periodic start, "training". Unless on the vast expanses are not enough of half-madmen, had heard plenty different fables, and interested to promote themselves in the creative sphere. (Those a half-madmen would better listen advices of skilled people: "Unfortunately, here it is not enough only talent", "In 99.9 percent of cases you will not succeed. The risk is enormous. Very few of those, who succeed.").
If we will focus public attention on one of these little-known "beginners" "creative figures", it will look like a counter-trend in relation to the formation of cinema-sub-cultures. We need this.
"We" care about "creative figures"! "We" open (little-known) (peripheral) talents! Consequently, cinema-sub-cultures - no. There are no a such. And there is a friendly, united creative cultural movement forward.
Nobody is going to provide for "them" any significant money and opportunities.
Without money and opportunities "they" will soon be exhausted. They will move to the background, and then- they will be forgotten. And - it is good.
After a while their creative product will be processed and used for receiving the next portion of budget money.
Participants of the meeting became silent. There was a pause.
The chairman was making notes with a pen in some document lying in front of him on the table.
At last, the technical employee entered and put the sheet of paper before the chairman.
The chairman read:
- "21:00 [on January 14, 2019]. The provincial amateur director shot the patriotic short film".
The chairman continued:
- Information was posted online and was duplicated repeatedly.
The art of the filming develops, and all talents - are noticed and supported!
Participants of the meeting with interest looked at each other.
- I thank for participation in discussion, - the chairman said, summing up the meeting.
Conspiracy theorists went to develop new schemes and the ideas.
