  The Monologue about the future of the modern territories of the former Kievan Rus'
  
  
  We will conditionally assume that the modern territories of the former Kievan Rus include (modern) Russia, Ukraine and Belarus.
  
  On border of 20 and 21 centuries it became clear that the attempt to forget centuries of the all-European policy came to the end for ("big") Russia (USSR) not especially successfully.
  
  One explanation for the ineffectiveness of such an attempt is the obvious fact that the modern territories of the former Kievan Rus are part of Europe.
  
  Making an opposing of the own policy for the Europe, the ("big") Russia (USSR) "worked" against herself.
  
  As a result conditional "West", Europe, continental Europe became more and more attractive, and ("big") Russia (USSR) lost appeal. In any case, that the attractiveness which defines migration flows from "West", from Europe, continental Europe into the ("big") Russia (USSR) and in the opposite direction. Although I do not have accurate statistical data (somehow very reluctantly, sparingly issue them in public space), but nevertheless an appeal of "West" (in this, an emigration, sense) is obvious.
  
  The modern territories of the former Kievan Rus are slowly but surely returning to the United Europe.
  
  In an optimal variant their future could be defined by a certain plan, the program, the concept, a common understanding, a general look (a "road map", etc.).
  
  Unfortunately, such general plan (common understanding), meeting general positive reaction, does not exist.
  
  However, it does not mean that such plan cannot appear. Construction of the united continental Europe, though is exposed to criticism, but, generally, it meets of the wide positive attitude.
  
  The General concept of the future of modern territories of the former Kievan Rus could be part of a common understanding of the future of a United Europe (new great Britain, new continental Europe and new Russia).
  
  A plan, a common understanding of - there is no, but a future, nevertheless, - there is.
  
  If there is no a "planned" future, so the "spontaneous" future is.
  
  What it, this spontaneous future, can be (what it is)?
  
  Apparently, there are different options. But let us name the two that today's reality demonstrates to us.
  
  The first variant.
  
  The first option can be called "Ukrainian". Today's Ukrainian state is making every effort to approach the Europe and the "West". With all the nuances, the fact is a huge emigration of residents of Ukraine to Europe.
  
  There is a small explanation. Radio doggies like to put in a comical light those citizens of Ukraine who emigrate to the "West". "Successful" residents of Russia are compared with them. It is pleasant if you are considered "successful". In this regard it is possible to read, for example, something about resettlement of residents, let us assume, of the taiga settlement of Chelagda (which stood on the Bureya River). "The taiga people were not delighted with change of places, they cannot find for themselves application in new conditions." "And here they are moved, with roots the tree is pulled out, and in the five-story man put in this one-room-two-room mink, and live you, a person ...   Now vanity around the settlement of Chekunda began (on the bank of the Bureya River too).
  
  We won't go into details (deputies dear worked - the subject became difficult for discussion), but inhabitants of many settlements (in rural areas), lived decades, centuries in these settlements (taking into account their relatives) are sweeping out by a modern (man-made?) whirlwinds from these agricultural areas.
  
  After all are mentioned - either the river bank, or rural areas. There are also cities! In them it is bad? The rivers there, as a rule, flood nobody, a (man-made?) whirlwinds are sweeping out nobody ...
  
  About the cities too information ambiguous. For example, in media such a word as (modern) ghetto began to appear. Let's not go into detail, but we can reflect on the fate of those who lived in these city areas, before they became "not comfortable".
  
  So there is a strong wish to consider himself "successful", there is a strong wish to feel above and better than others, but it - only at the suggestion of a radio doggy...
  
  Some spiteful persons can tell that residents of Ukraine emigrated to the Europe, and Chegalda's inhabitants in "nowhere". That is, sorry, not in "nowhere", and into "a one-room-two-room a mink"...
  
  A spiteful persons, of course seriously it is not necessary to take. It is clear that all of us - are "successful".
  
  We turn to the "second option" of the development of modern territories of the former Kievan Rus.
  
  This second option - hypothetical. Let's call it "Venezuelan". Its essence that the most educated, the knowing, qualified, cultural residents of one country have an available opportunity of emigration to other country (countries) with a similar (in the cultural and language relation) the population. With what does the country remain (which they left)? Here we take away various explanations and various argument. We pass to a result. The country which they left remains with not the working (or with the badly working) life support systems. It is clear, that as an emigration process, so and process of failure of life support systems are processes a long...
  Perhaps we can talk about other options for a spontaneous future.
  
  It is obvious that the option of "planned" development is more favorable than the option of "spontaneous" development. Let us hope for the emergence of a plan, a programme, a concept, a common understanding, a common look (the road map, etc.), of a plan..., which is meeting a general positive reaction.
