The Russian space industry, in the absence of real significant achievements, while exploiting the previously accumulated potential, takes a course on image and reputation events.
Who needs these events if Russia is exploiting the previously accumulated potential, and if it does not have significant achievements in the space field? What and to whom can she offer?
It is clear that such efforts (with a trend of gradual lagging behind, and without real significant achievements) look like a dubious direction of activity.
But the situation can be saved by the involvement of China in these reputation events - China has achievements.
So, Russia does not have real, effective, significant achievements in the space sphere, but Russia took a course for image and reputation achievements.
What are the prospects for this line of action?
It is quite possible that Russia will not be able to stay on the list of great space powers, and it will move to the circle of middle-level space states.
Now we can glance to China. What, in our opinion, is the logic of his actions?
Secondly, it is unlikely that China would give up on its independent development of its own space industry. China's general propensity for independent development in various fields is not questioned by certain forms of cooperation (signing of memorandums, protocols of intent, holding conferences, etc.).
Thirdly, China may be planning to do what Russia wasn't succeeded to fulfill during the favorable 20 years of cooperation on the program (project) of the International Space Station. For twenty years Russia has not consolidated its present and future place in international space policy through diplomatic actions. If Russia leaves the ISS program (project) today, with what is Russia left? With the ships of near space? Which has nowhere to fly? With the plans - to build a new orbital station in about ten years? With the vague plans to build (in the future) a ship for deep space? With what status and with what rights does Russia remain in the field of international space exploration? It is quite logical for China to start the consolidation of its role in the space sphere by diplomatic methods. In this activity, Russia can act as an assistant - it has a historical reputation as a great space power and the authority of a permanent member of the UN Security Council.
Fourth, China can expect to receive from Russia those space technologies that are stored in Russian archives, and, perhaps, - additionally - the archives themselves, along with samples of space developments.
So, it is likely that China, in exchange for its favor for inflating a reputation bubble, plans to obtain diplomatic consolidation of its dominant role in the space sphere, as well as - technologies, developments, archives, samples.
In the near future, the residents of Russia will see the glorification of the planned conference on space in the Russian media, which are not the foreign agents.
