Farewell to the Chekunda: government of the Khabarovsk krai, the settlement relocated due to the threat of flooding
The authorities of the Khabarovsk krai allocated about 330 million rubles for the relocation of the settlement of Chekunda, which is on the banks of the Bureya river. Drastic measures are associated with the threat of flooding of the village due to the collapse of the soil on the Bureya reservoir. "Any flood is a threat to people's lives. We are so risk can not" - said the Governor Sergey Furgal. Head of the far Eastern Department of Hydrometeorology and environmental monitoring Vyacheslav Parshin in an interview with the "Club of Regions" confirmed that Chekunda will go under water, if not this spring, then next. At the beginning of April in Khabarovsk territory there will arrive the head of Ministry of emergency situations Evgeny Zinichev to personally see the situation in Chekunda.
In April, in Khabarovsk territory there will arrive the head EMERCOM of Russia Evgeny Zinichev. He will assess the preparation of the region for the flood. According to the "Club of Regions", he will hold a meeting in the village of Chekunda, the decision on the resettlement of which due to the threat of flooding was previously taken by the regional authorities.
The governor Sergey Furgal reported on March 18, 2019 about resettlement of inhabitants of Chekunda. "The decision is made. According to hydrologists, there is a big risk today that will flood two thirds of the settlement. And in several years the river which became a reservoir will take away almost all settlement. Any flood is a threat of life of people. We so cannot risk. A part of inhabitants will be able to move to apartments in the settlement of TsES near Chegdomyn. Someone will receive certificates on acquisition of housing", - the head of the region after visit of the settlement reported. He added that to avoid environmental disaster, the decision on transfer of the local cemetery is also made.
The population of Chekunda is about 100 people, including 15 children. The approximate cost of works on the transfer of the cemetery and the resettlement of the village will be more than 330 million rubles. Furgal stressed: "there can be no Other options here" - noting that the threat of flooding scientists say.
This information in an interview with the "Club of Regions" was confirmed by the head of the far Eastern Department of Hydrometeorology and environmental monitoring Vyacheslav Parshin. "If the proran (the free part of the the river course intended for the admission of water [the man made channel]) works normally, only low places will drown. If proran will be hammered, then a half of [settlement] will can be flooded. And it will be hammered proran or not - nobody knows. The Governor decided to relocate people. The decision of the authorities is an insurance because even if [the Bureya river] will not flood them now, then will flood in the fall or next year", - the expert is sure.
Earlier the Bureau of meteorology presented his forecast of the situation in the area of Chekunda the government of Khabarovsk Krai and the Ministry of emergency situations.
About the fears of local residents associated with the arrival of "big water", says the head of the Verkhnebureinsky district Alexei Maslov. He recalled that in 2007 the village had already experienced a serious flood. Maslov noted that even if water will pass through proran, the flooding threat all the same will remain because of rainfall, and then the situation, according to him, can change in several hours. At the same time he noticed that for Chekunda's inhabitants resettlement to other settlements will help to solve several problems at once. He, for example, reported that, except small school and local administration, in Chekunda there are no jobs any more.
... Now, according to the Governor, the idea of resettlement is supported by almost all residents of the village. According to the press service of the Khabarovsk Krai government, about 50 apartments will be prepared for immigrants in Chegdomyn, and, as Furgal noted, there will be jobs for them in this developing city. The comment.
The publication is a curious one.
Previously in the press wrote about search of underground waters by means of a frame or just bent piece of a wire much. The wire is pointing somewhere. And with some probability in that place where specifies the wire, it is possible to find something.
Is a wire necessary when reading this publication that to find "something"?
In almost any paragraph of this publication you can find something (except "interested persons" - they, these interested persons, have no relation to this publication).
We go "since the beginning".
"The authorities of the Khabarovsk krai allocated about 330 million rubles for the relocation of the settlement of Chekunda...".
The "average" reader, who is not particularly familiar with the question of settling in the Far East and the history of the village of Chekunda, reads, and he imagines a some well-oiled bureaucratic gears that turn in the "correct" direction. ("Officials do not sleep! They are working!").
However, if this average reader will come out of a partly hypnotic state, he will understand a simple idea: money does not fall from the sky.
For verification of this thesis he can go to the yard and place own palms [fingers] under the sky ... For reliability of an experiment it is necessary to stand fifteen minutes under the open sky. But for especially rested expediently to prolong an experiment up to several days. (Perhaps, something will also fall).
A money is allocating in a special order. ...Some procedures are more or less obligatory.
We do not take into account a money from the Federal center. According to previous publications, the Federal authorities are not prone to reckless credulity in the issue of the relocation of the Chekunda.
The budget of the Khabarovsk krai remains. (It can be assumed that the budgets of the district and other management units for such activities are not suited).
Here comes the "Dreiser moment". Theodore Dreiser writes his the trilogy "The Financier", "The Titan", "The Stoic". The scene how the heroes are "pushing" a money project through the elected representatives of the people.
Everything is settled with members of the budget Commission. But the issue is brought to the consideration of the entire elected body. There are incredulous, skeptical voices. And how to prevent these voices?... If you work by a "total" way, then the whole idea will lose its financial meaning.
Plus noise in the media.
In the end, it is possible to organize electronic voting and display the desired results on the screen (which of the deputies is able to check this vote? First, during the meeting, no one except the Chairman can stop the process and re-interview the deputies. Secondly, even if they are interviewed, there is no guarantee that no one of them could to vote wrongly. He wanted to vote "against" and accidentally voted "for". Who and what can to prove?)
So, suppose that the vote gave the desired result. But there are also different control bodies, Accounts Chambers...
But in a mysterious fog, the figure of the conspiracy theorist out of the dark political scene appears and says: "this money no one needs ... You may take them - and then disappear, please... The place is pleasant ... There will be a hotel and tourists from Celestial Empire ...".
But no one will believe the conspiracy theorist. What a hotel can arise? What tourists? (... The underlined the concern about the transfer of the cemetery was demonstrated...)
This place will be flooded by the river!
The conspiracy theorist wraps himself in a mysterious fog and withdraws back into the darkness of the political scene.
The flooding!
But with the flooding not everything is clear.
The allegations about the flooding are uncertain. "if not this spring, then next."
Yes... the Process of flooding can be delayed... Also it is precisely unknown as far as ...
We need to support the idea of possible flooding with something.
"Scientists say about the threat of flooding."
"Proposals" and "forecasts" scientists have history - and this history not in favor of "scientists."
How to support?
To put in the text the surnames "Parshin" ("And it will be hammered the proran or not - nobody knows"), "Zinichev" (twice mentioned) (he will come to fulfill a control actions).
A "hydrologists" are mentioned ("According to hydrologists, today there is a great risk..." - is there a hydrologist, who not warning about the risk? Water - element [an elemental force]. Stop a sea shippings?)
All arguments are weak, weak ...
It is necessary to put forward "the population'...
"For the residents of Chekunda, resettlement to other places will help solve several problems at once."
Someone from historical persons, probably, spoke: "there is no person - there is no problem".
"Now, according to the Governor, the idea of resettlement is supported by almost all residents of the village." Carefully worded. But I wouldn't definitely put this thesis into question.
Judging by publications, journalists have information on resettlement of residents of a similar settlements. But it are journalists. Information - terrible (in fact).
Quite another matter - the inhabitants of a distant village. They live with their Affairs and problems. An important person with a very sonorous title comes and affectionately says that he wants to take care of them, the inhabitants. "If you want, so be busy with a support. We respect you ...".
"Ordinary people" did not get used to contradict ... And not only in "habit" a problem ... "the ordinary person" is not really protected ...
If it is true that "moving is equal to two fires", the resettlement of the inhabitants of the whole village can be compared with a small demographic catastrophe.
"... Except small school and local administration, in Chekunda there are no jobs any more".
A strange argument. Conduct a sociological research. How many jobs are necessary and what jobs? And, maybe, to create them?
Look into history. As a last resort, the U.S. methods of epoch of the "great depression" can be used. Organize public works... for Example, to strengthen the coast, to improve the road...
Consumer services for points of supervision over the proran, at last ...
Let's say you need to employ 50 people. The salary in each month - 3000 rubles. Plus an "additions" up to a salary. 5000. In year - 3 million rubles. "Your" 300 millions for the "relocation" will last for a hundred years... Stop and think... the Preservation of the village's worth it... And if employment is needed not for 50, and less? Can the salary be higher? In the administrations are the entire departments. Enter the situation in the framework of legal requirements (minimum wage, etc., etc.).
"The proran will be hammered [clogged] ..." First, proran will not be hammered [clogged]. Secondly, if proran will be hammered [clogged], then it will be cleared ... Thirdly, it is the field of public works ...
Dear "scientist" strains to be in action - to survey coast of a reservoir regarding the "next" landslides ... One more reason for employment of "locals" ...
Make an efforts... Fulfill a thinking process...
On the Bureya River the hydroelectric power exist. It produce an electricity ...
When you get acquainted with the projects (for example, in the area of a powerful HPP it is planned to place solar panels for additional energy production), then there is a feeling that the money are not a counted.
Of course, this impression is deceptive. All the money are counted, and not a single kopek goes abroad.
However, all of us are people ... You will see the beautiful conductoress in the train "London - Vladivostok", you will be lost in contemplation ... And while you look at the conductoress, four billion the "electric energy rubles" will flow away abroad and will turn into a cozy nest ...
Let's not envy ... at everyone - the own a destiny and the own circumstances ..., but why not to allocate at least a kopek for Chekunda ...
You look at the photo - Chekunda is beautifully located ... The history of the settlement is an inspiring ...
