STATEMENT ON THE PROTECTION OF CONSTITUTIONAL RIGHTS IN CONNECTION WITH THE TRANSFER OF CONTRIBUTIONS FOR A FUNDED PENSION AND IN CONNECTION WITH AN APPLICATION FOR A FUNDED PENSION

DEAR SERGEY ALEXANDROVICH!
Having completed all the established formalities, I, Zalessky V.V., transferred 342,000 (three hundred and forty-two thousand rubles) (additional insurance contributions for the funded pension) since October 4, 2025 up to October 9, 2025.
(November 3, 2025, an additional insurance contribution of 165,340 rubles took place; 342,000 plus 165,340 equals 507,340).
Today, on December 12, 2025 at 07:13, I logged on to the Internet with a request for interest on bank deposits for two months and found out the following: "As of December 10, 2025, there are available to you 33 offers with an interest rate of up to 14% ."
On October 27, 2025, I submitted (through the MFC [Multifunctional center for the provision of state and municipal services], in accordance with the established procedure, to the Rostov regional branch of Pension and Social Insurance Fund of the Russian Federation(Social Fund of Russia, SFR)) an Application for a funded pension. As of October 27, 2025, my contributions of 342,000 (three hundred and forty-two thousand rubles) were at the disposal of the Rostov regional branch of the Social Fund of Russia.
Thus, after the period since October 9, 2025, up to December 9, 2025 (two months), I could to receive (without a large efforts) interest on a bank deposit. Approximately: 7,980 rubles (342,000*0.14=47,880, 47,880/12*2=7,980).
My actual expenses - in the period since October 27, 2025, up to December 12, 2025 - in connection with my constitutional intention to receive a funded pension (Article 39 of the Constitution of the Russian Federation) - amounted to 1,397 (one thousand three hundred and ninety-seven) rubles (for travel, copying, postage).
At the moment, I have neither 342,000 rubles (507,340 rubles) nor the funded pension. But I have financial expenses (1,397 rubles).
And besides, I do not have any clear information about any future specific actions (related to my aforementioned contributions and (desirable) funded pension) that ensure my constitutional rights and interests (Article 39 of the Constitution of the Russian Federation).
Additionally: I'm spending my time, energy, and the (excessive) nervous tension.
So, I don't have a funded pension, but I do have a financial expenses. And the prospects are not clear.
Today, December 12, 2025, Constitution Day, I am addressing to you.
I ask:
To provide assistance (support) in overcoming the impasse: no funded pension has been assigned, the prospects are unclear and dark (gloomy), I do not have financial resources (i.e. the above-mentioned insurance contributions) at my disposal, I bear financial expenses, moreover I am spending time, energy, the (excessive) nervous tension.
Note: All documents related to
(a) my fulfillment of all the formalities established by the rules,
(b) my additional insurance contributions for a funded pension (342,000 (three hundred and forty-two thousand rubles) (in the period since October 4, 2025 up to October 9, 2025), 165,340 (one hundred and sixty-five thousand three hundred and forty rubles (November 3, 2025),
(c) my subsequent appeals to the Rostov regional branch of the Social Fund of Russia,
(d) other materials related to the described situation
are in the disposal of the Rostov regional branch of the Social Fund of Russia.
