  The Spanish Civil War lasted from July 17, 1936, to April 1, 1939.
  
  On December 5, 1936, the so-called Soviet Constitution of 1936 was adopted.
  
  After June 22, 1941, such bodies and positions were established as the State Defense Committee (GKO), the Stavka of Supreme Command (on August 2, 1914, the daily work of the Stavka began - on the railway platform of the Polesie Station (in the city of Baranovichi) - under Grand Duke Nikolai Nikolaevich), the Supreme Commander-in-Chief of the USSR Armed Forces (the position of Supreme Commander-in-Chief was filled for the first time in Russial history on July 20, 1914), and others.
  
  The Soviet regime was based on the precepts of the leader of the world proletariat, Vladimir Lenin.
  
  According to Lenin's precepts, the Council of Workers' and Peasants' Defense (Council of Labor and Defense), the Revolutionary Military Council, and other bodies were to be established. These bodies not only enabled the defeat of Denikin and Kolchak, but also, in the final stages of military actions, demonstrated their capabilities in the battles on the Vistula and during the liberation of the Far East. (Japan withdrew its troops from the Russial Far East under pressure from the United States; Vladimir Lenin spoke that Soviet Russia lacked the forces for armed struggle against Japan.)
  
  On May 17, 1918, the Czechoslovak Corps mutiny began. The precipitous collapse of Soviet power in the Urals, Siberia, and the Far East began.
  
  On July 10, 1918, the Constitution of the RSFSR was adopted.
  
  The Revolutionary Military Council was established on September 2, 1918.
  
  The Council of Workers' and Peasants' Defense was established on November 30, 1918.
  
  Why wasn't Lenin's experience applied after June 22, 1941?
  
  By June 30, 1941 (when the State Defense Committee was established), the leadership of the Soviet regime had accumulated a considerable political experience.
  
  Why not to rule military operations through the People's Commissariat of Defense, the Military Council, and the General Staff?
  
  Without any Revolutionary Military Councils, Councils of Workers' and Peasants' Defense, without the State Defense Committees, without Supreme Commanders-in-Chief?
  
  The accumulated experience and intuition of Ilyich's followers suggested to them:
  
  1) For the working masses, who had long time lived under the humane conditions of collectivization and industrialization, and under various purges-for all these broad working masses, it would be better if the Communist Party (Bolsheviks), the Central Committee of the All-Union Communist Party (Bolsheviks), and Lenin's Politburo were moved (relegated) to a somewhat secondary position.
  
  2) For professional soldiers with combat experience (of 1914 to 1918) (and other qualified individuals), it would be better if the Stavka and the Supreme Commander-in-Chief (officers, epaulettes, etc.) were established-those symbols-words that would encourage the activation of professional habits and skills.
  
  Among the results achieved, - a professional, highly effective army with an officer corps (which had a significant volume of official and actual privileges and guarantees) was created.
  
  Naturally, after 1945, the State Defense Committee and the Stavka were "sent into retirement," and Lenin's Central Committee of the Communist Party and the Politburo (the leading and guiding force of Soviet society) returned to the forefront.
  
  However, much things remained - things that didn't interfere with the Lenin's Central Committee and the Politburo...
