STATEMENT ON IMPROVING THE ACTIVITIES OF A STATE AUTHORITY
DEAR YAROSLAV EVGENIEVICH!
On October 27, 2025, I, Vladimir Vladimirovich Zalessky, submitted an Application for a funded pension through the MFC (multifunctional center for the provision of state and municipal services) in the Kirovsky District of Rostov-on-Don.
In this Statement (sent to you), I do not raise (I do not put) the issue of my right to be assigned or to receive a funded pension.
(For reference: from October 4, 2025, to October 9, 2025, V.V. Zalessky transferred 342,000 rubles in additional insurance contributions for his funded pension; on November 3, 2025, he transferred an additional 165,340 rubles; in total: 507,340 (five hundred seven thousand three hundred forty rubles) rubles in additional insurance contributions for his funded pension; all of these means, as of November 27, 2025, are under the jurisdiction of the Rostov Region Branch of the SFR of Russia.)
On October 30, 2025, I received a phone call from the aforementioned MFC. That same day, I received a response-notification (from the Rostov Region Branch of the SFR of Russia) in person at the MFC. This notification was dated October 27, 2025, and indicated application registration number 402518/25.
This notification I received contained four (mysterious) phrases:
1) "Application 1031-219431 was not accepted because it is not the recipient." [???]
2) "An application for a lump sum payment of pension savings was previously submitted and approved." [?]
3) "The subsequent transfer of funds, in accordance with the established procedure, takes approximately two months." [?]
As of November 27, 2025, I have not received a substantive response to my application (dated October 27, 2025) for a funded pension. (As it is clear out of the Notification, the issue of my funded pension has not been resolved.)
In light of the above,
I REQUEST:
Assistance in the fulfillment of the state body's constitutional obligations. In this situation, the state body's constitutional obligation is to resolve the substantive issue of my application (dated October 27, 2025) for a funded pension.

Additionaly: The application (by V.V. Zalessky) dated October 27, 2025 (with attachment), submitted through the MFC, and the Notification (dated October 27, 2025, with application registration number 402518/25) are under the jurisdiction of the Rostov Region Branch of the SFR of Russia.
