Vladimir Vasilievich returned to Rostov-on-Don from Central Asia (from a mine located in remote desert regions of Kazakhstan).

He claimed that he was the first university employee who entered into contact. This attracted widespread attention, as the university was based on the state budgetary funding, and all the university employees received centrally set rates (salaries). The "khozdogovor" ('economic contract') was a kind of separate study (or complex research) on a specific topic (or scientific field). "Khozdogovor" ('economic contract') meant the contractual price of scientific research work.
At this time, Vladimir Vasilievich had a new boss.
The new boss authoritatively recommended to strength the management of khozdogovor topics: he recommended a "competent person" to help Vladimir Vasilievich.

The Soviet state has shown its ambiguity.
If you have the ability for scientific activity and you have patriotic inclinations, then the Military Industrial Commission can give you the opportunity to carry out relevant activities.
At the same time, other structures will create opportunities for taking away (for withdrawal) from the founder of the scientific field of "profitable scientific business".
Perhaps the Military Industrial Commission had already accumulated some experience by the time Vladimir Vasilievich started his work.
He recalled that during one of his trips to Moscow, a man was assigned to him (by his bosses) (his last name was approximately Ukupov, or maybe with an "a"), who went with him to the Military-Industrial Commission. It was one of the representatives of the bureaucracy - the "maintainer" had nothing to do with a science.
They did not want to let this "maintainer" through the entrance - the people with whom Vladimir Vasilievich dealt did not order a pass (a document to pass through entrance) for the this "maintainer".
